The government recognizes his talents, and gives him full scholarship. That is Earth Luck. Earth Luck refers to the environment we live in. To a certain extent, we can change our environment. When we are old enough to make decision, we can choose the school we go to, we can choose the country we want to live in.

The last factor is his determination to succeed. Even with the blessing of good genes, under the coaching of best teaching in the most conducive environment, he will not succeed if he does not want to succeed. He has to put in the effort to make the best use of his talents, and his teachers. This is Man Luck.
